What is the difference between a regular holiday and a special non-working day?

A regular holiday is the stronger of the two: most people have the day off. A special non-working day is genuinely optional for private employers, so it is a day off in many workplaces but not all, and somebody may well be working. Philippine law also pays the two differently, and that is between the two of you rather than something this page can tell you.

The presidential proclamations that set them, entered by hand and kept here. Dates that have not been proclaimed yet are simply absent rather than guessed at, which is why a year sometimes looks short: movable feasts like Eid'l Fitr are declared close to the date.

On a regular holiday, probably. On a special non-working day, possibly. Neither is a rule you can apply to a freelancer, who is not your employee and sets their own days: the honest thing is to ask, and to know which days are worth asking about.
