A regular holiday is the bigger of the two: most people have the day off. A special non-working day is a day off in many workplaces but not all, and whether somebody works it is more often a matter of what was agreed than of the calendar.
Both are listed here with the practice named beside them, because the legal class on its own tells a reader outside the Philippines nothing about whether to expect a reply.
Movable dates like Eid'l Fitr are declared close to the day. They are ABSENT here until they are proclaimed rather than guessed at, which is why a year can look short until late in it.
This is a list of dates and what they usually mean in practice. Nothing here is a statement about pay. Holiday pay rules differ for employees and contractors, the proclamations are the authority, and what you owe somebody you have engaged is between the two of you and whatever you agreed.
Local holidays declared by a city or province are not included: they are proclaimed separately and there are a great many of them.
