Why does this ask about weeks I will not be paid for?

Because it is the difference between the rate you set and the income you get. At 40 hours a week you have 2,080 hours in a year on paper and about 1,840 once holidays, illness and the gaps between clients are out. A rate priced against 2,080 leaves you roughly 12% short of the income you set out to earn, every year, quietly.

Is this the same as converting a salary?

No, and they are separate tools here for that reason. A salary is paid every week of the year, so converting one uses all 52; a freelance rate has to cover the weeks nobody is paying you. Quoting an employee's hourly figure is one of the commonest ways to under-price freelance work.

What about tax?

Not included. The figure is what you need to invoice, before whatever you owe. What that is depends on how you are registered in the Philippines, which is a question for the BIR or an accountant rather than for a calculator on a hiring site.

Is there a floor on what I can charge here?

Yes: profiles on RemoteHire.ph state an hourly rate of at least ₱100. It is a floor, not a suggestion, and most people here are well above it.
